Contract Duration and Level of Effort: 1 year
ROLE PURPOSE:
The Country Finance and IT Director is a key member of the Senior Management Team (SMT), providing strategic leadership and oversight of Financial Management and Information and Communication Technology (ICT) governance.
The role ensures strong financial stewardship, compliant systems, operational efficiency, and alignment with organizational priorities. The position also provides strategic oversight—not technical management—of the ICT function to ensure reliable, secure, and cost-effective technology systems that support Programme and operational excellence.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
SCOPE OF ROLE:
Reports to: Country Director.
Dotted Line: Finance Business Partner
Staff reporting to this post: CO Senior Finance Reporting Manager, CO Finance Budgeting Manager, CO Financial Control & Compliance Manager, Gaza Finance Manager and CO IT Lead.
KEY AREAS OF ACCOUNTABILITY:
Strategic Leadership and Partnership

Serve as a core SMT member contributing to country strategic planning, organizational culture, operational risk management, and digital transformation priorities.
Support a culture of accountability, learning, high performance and continuous improvement across Finance and ICT teams.
Maintain strong relationships with financial institutions (Banks), government and donors, ensuring compliance and representation in financial and audit matters.
Ensure SCI financial standards are maintained, and Key Performance Indicators (KPIs) are achieved consistently.
Act as Finance Focal Point for Fraud, Safeguarding, and Investigations, ensuring awareness and adherence to SCI policies.
Financial Control, Reporting, and Compliance

Maintain sound financial systems ensuring accuracy, integrity, and compliance with GAAP, SCI policies, and donor requirements.
Oversee accounting operations, expenditure management, and internal controls across all offices.
Ensure timely submission of financial reports to, donors, Global teams and government agencies to ensure donor, tax and statutory compliance.
Lead country-level audits (internal, external, donor) and ensure implementation of recommendations with zero disallowances through strong documentation and proactive compliance checks.
Manage Scheme of Delegation (SOD) and ensure effective segregation of duties.
Provide oversight—without technical execution—of ICT-related controls, data protection measures, and adherence to global ICT standards.
Financial Planning & Performance

Lead annual budgeting, forecasting, and financial planning processes, ensuring alignment with strategic and donor priorities, monitoring funding gaps and portfolio health.
Provide accurate financial analysis, variance reporting, and scenario modelling to inform SMT decisions.
Ensure project budgets, proposals, and cost recovery mechanisms (e.g., CAM) are compliant, competitive, and financially sustainable.
Support budget holders in financial management through training, review sessions, and transparent reporting systems.
Lead on country-level Master Budget development and monitor funding gaps and portfolio health.
Provide strategic oversight of ICT budgeting, cost recovery, and technology investments.
Information and Communication Technology (ICT) Management and Support

Provide strategic leadership and oversight to ensure ICT systems effectively support programme delivery, operational efficiency, accountability, and stakeholder engagement.
Guide the planning and establishment of a reliable, secure, and cost-effective ICT environment across the Country Office and field locations, ensuring alignment with global ICT policies and standards.
Supervise and support the ICT Lead and ICT team to ensure uninterrupted, high-quality ICT services, including system availability, connectivity, digital security, and user support.
Strengthen ICT infrastructure—including hardware, software, networks, and support systems—through effective coordination with internal stakeholders and external service providers.
Staff Leadership, Capacity Building, and Culture

Provide strategic leadership, coaching, and development support for Finance teams and supervisory oversight for the ICT Lead.
Ensure succession planning, performance management, and equitable professional growth opportunities across both functions.
Promote a culture of continuous improvement, innovation, and service excellence.
Ensure Finance staff understand emergency finance protocols and can support rapid response operations.
Support the ICT Lead in ensuring ICT teams are empowered with the training and resources required to maintain strong services.

In order to be successful you will bring/have:

QUALIFICATIONS

Master’s degree in finance or accounting or any related field or equivalent professional experience.
A professional qualification such as CPA, ACCA, or equivalent.
EXPERIENCE AND SKILLS
Essential:

10+ years demonstrated professional experience in financial management, of which 5+ years of experience in a managerial position in an International NGO environment, including experience in the development of strategic and operational Finance plans and their implementation in a professional work environment over a sustained period of time.
Strong understanding of Controls and Compliance & audit management across development and emergency contexts.
Proven experience in budgeting and financial forecasting, donor compliance and reporting requirements, along with proficiency in strategic financial planning.
Excellent leadership, communication, and interpersonal skills with the ability to influence and motivate diverse teams.
Experience of reviewing and drafting Finance policies, procedures and guidelines and of developing and implementing systems.
Experience in managing IT systems.
Ability to plan and organise a substantial workload that includes complex, diverse tasks and responsibilities in both development and complex emergency contexts.
Demonstrated credibility with colleagues and stakeholders at all levels of an organization.
Excellent verbal and written communication skills in English.
Highly developed cultural awareness and ability to work well with people from diverse backgrounds and cultures.
Analytical, decision making and strategic planning skills and the ability to handle multiple priorities.
Ability to coach, mentor, delegate appropriately and provide developmental guidance to supervised staff and proven success in building capacity of staff.
Team building skills.
Competent level skills in core IT applications, particularly MS Office.
Commitment to Save the Children values, including willingness to abide by and enforce the Child Safeguarding policy.
Ability to travel to all programme sites in oPt (West Bank and Gaza Strip).
Desirable:

Proven record implementing change and improvement initiatives.
Valid driving licence.
Additional qualification or experience in information systems, technology management, or data analytics is desirable.
